A downloader may sometimes recognize an ongoing stream, but the result can be incomplete or the analysis may fail. For a live event you do not want to miss, recording from the point you start is the safer choice.

The channel may not keep a public replay, or the replay may have been made private, removed, or restricted. YouTube says live streams under 12 hours can be automatically archived for creators, but the final availability still depends on the channel's settings and decisions. Very long streams may not be captured as an archive at all.

In the Recorder, enable Desktop audio to capture the sound playing from YouTube. Enable Microphone only if you also want your narration or commentary in the recording.
